After the year 1990, historical changes have taken place in the international politics, international scenario and among the relations of the nation states. End of the cold war, disintegration of the Fonner Soviet Union, weakening of the socialist systems, liberal economic polices of the countries and desire for international peace are some great and effective changes of the world scenario. These changes are bringing about transformation in the world political and economic order. The bilateral relations between the developed countries, developing countries and under developed countries have also changed.

There are two aspects of this book. First, it examines the regional importance of Indo- Russian relations. These relations, from the long-term point of view will influence the developments in this entire region. If, Indo- Russian relations have a special significance in the Asia-Pacific region, the emerging triangular cooperation among India, Russia and China w.ill be offar reaching importance.

Growing Indo-Russian strategic-cooperation also has a deep impact on the regional politics of Asia. During the aspect of this book, I have tried to analyze that both India and Russia have similar point of views regarding all international problems. The situation of Chechnya and Jammu & Kashmir, international terrorism, USA's role of world policeman, and the issue of the real democratization of the UN Security Council are some common factors of similarities between these two countries. Both are in favor of a multi-polar world order based on international peace and security.

After the year 1990, historical changes have taken place in the international politics, international scenario and among the relations of the nation states. End of the cold war, disintegration of the Former Soviet Union, weakening of the socialist systems, liberal economic policies of the countries and desire for international peace are some great and effective changes of the world scenario. These changes are bringing about transformation in the world political and economic order. The bilateral relations between the developed countries, developing countries and under developed countries have also changed.

It is in this background, I have made an analytical attempt to critically' evaluate the new tendencies in the Indian-Russian relations and in the internal changes which Russia and India are undergoing' both in their political and economic systems. In this particular book, I have examined these relations after the disintegration of The Former Soviet Union, and in the new historical conditions. One fact has been kept in the mind during this work that these relations have no legacy of conflict and contradiction in their respective history. Besides, there are no territorial and border disputes between the two countries. Whether we examine the world history, we can conclude that Indo-Soviet friendship has been the best example in the world. Nevertheless, today Indo-Russian foreign policies have vast areas of commonality not only on domestic and regional issues but also on all type of international problems and issues. Both being the developing nations have certain common economic interests, including the area of defense and strategic cooperation. Liberal economic policies and domestic requirements of both the countries have become the basic determinant of their foreign relations.

In this sense, during this work an effort has been made to study Indo-Russian relations in the fast changing international environment and its impact on these relations. An assessment has been made on the various dimensions of Indo-Russian relations within the framework of India and Russia's relations with USA .and with other neighboring countries and their impact on shaping Indo-Russian relations. Therefore, this book is a unique analysis of Indo-Russian relations after the disintegration of the Former Soviet Union.

However, there are many scholarly works and literature on Indo-Russian Relations, Particularly; the contribution of YD. Chopra and Jyotsana Bakshi is remarkable in this context. But I have made an attempt to compare Indo-Russian ties with Indo- U.S. new relationship. To be more specific, sufficient attention has been made to cover all areas of concern with analytical point of view. Sofar as my knowledge is concerned, I have covered Indo- Russian Relationship in the shadow of new circumstances of New world order. But, If any reader brings out to my notice any shortcomming of this book. I shall feel highly obliged and will try my best to remove the same in the next attempt.
