His well-researched work on "Socio-Economic Development of Tamil Nadu", which deals with the social efforts consisting of agriculture, education, employment, healthcare, village industries and housing to rural people.

In ancient days, the village committee helped in the functions and responsibilities of local bodies. The village council looked after its day affairs. The passing of the Madras Panchayat Act of 1958 ensured a Panchayat village to raise the standard of living of the rural people by undertaking comprehensive measures to increase the production of food progressively from year to year and improve the living condition of people. After the introduction of Panchayat Raj System in 1958, the Panchayats were responsible for agriculture production, rural industries, medical relief, maternity and child-welfare, management of common grazing grounds, maintenance of village road streets, tanks and wells and provision of sanitation and drainage. But in the practice, the Panchayat system itself did not bring relief to the weaker sections of the community. The author brings out these issues in the present book.
