About the Book This book examines in detail the concept of State in its relation to its People which it governs. Whether sovereignty should lie with the People or the State is the basic argument of this book? This book suggests that for better governance there should be Direct Democracy i.e., Peoples' Sovereignty than the prevailing Indirect Democracy which is the rule of the legislatures over their subjects. This book also emphasizes that by merely changing ruling classes or even by having independent state, peoples' woes will not come to an end. The need is for rotational governance, fixation of tenure for elected representatives, so that professionalism and dynastic rule, which is plaguing Indian politics today, and criminality, muscle and economic power, can be checked. Unless decision making power solely rests with the people through their direct political control over their legislatures democracy will neither get strengthened nor can further flourish.
About the Author The author is a Research Fellow, heading an independent research institute, namely, Laski Centre For Social and Political Research, New Delhi/Jammu. This research centre is engaged in the study of Conflict Zones of the World and their probable solutions. For the last eighteen years he is engaged in studying the Kashmir problem from various angles and has come up with its probable solution, which forms the last chapter of this book, under the heading, "Self Rule-A Perspective". He has contributed many articles to national newspapers/journals. His forthcoming books are, 1) "Participatory Democracy-An alternative form of goverence", 2) "Ascent Of Man", which is in Urdu.
