General Frame of Reference for assessing mastery of Language & Literature, and Personality Development) was already developed in English by the Centre for Testing and Evaluation of the Institute. It contains terms representing the concepts of 'contents' needed for developing tools and scales to undertake the process of assessment in language & literature and subsequently personality development through them.
National Testing Service-India aims at developing tools and scales of measurement for determining the overall competence of learners in language & literature to start with in Hindi, Tamil, Urdu. Hence, the task of developing the terminology parallels as a pre-requisite to formulate Concept Based Continuum of Graded Syllabi (CCGS) for the courses in Indian Languages applicable to all the seven levels of general education.
