MR. J. A. R. MARRIOTT has asked the question, whether we do not begin Constitutional History- the history of institutions-at the wrong end, and whether we should start, not with the Germania and Stubbs and Dr. Liebermann, but with Mr. Sidney Low and President Lowell, with Hansard and The Times. The author of this book has also. thought and perhaps the disease may have begun with his attendance at Mr. Marriott's lectures at Oxford many years ago that lectures to Indian students on English Constitutional History might be more profitable if they dealt with the present-day working of the English Constitution rather than with the Witenagemot, the laws of In, or even with the Constitutions of Clarendon. In the meantime, something has been done in this direction in India. In the new courses lately arranged by the Senate of the Bombay University considerable importance has been attached to the study of "Administration."
