Peacebuilding in Jammu and Kashmir includes confidence-building measures at a nation-state level between the governments of India and Pakistan, Track two diplomacy, as well as initiatives by non-governmental organisations (NGOs), institutes and individuals. The main purpose of peacebuilding in Jammu and Kashmir is conflict prevention and reduction of hostilities in the Kashmir Valley. For seven decades, J&K has enjoyed being an autonomous state. This means that all the provisions of the Constitution which are applicable to other states are not applicable to J&K. Except for defense, foreign affairs, finance, and communications, Parliament needed the state government's concurrence for applying other laws. After scraping off Article 370, it is no more be an autonomous state. Now a month after announcing the revocation of Article 370 and 35-A in Jammu and Kashmir, the Centre has prepared a roadmap for the development of Jammu and Kashmir and Ladakh union territories. The scheme ranges from employment opportunities to reduced power tariffs to educational institutions. The Modi government has formed a Group of Ministers (GoM) to prepare a blueprint of development in Jammu and Kashmir. Sources say the GoM has already met twice to discuss the development of Kashmir and its youth. Town Planning has tremendous scope in Ladakh, but both the hill councils Kargil and Leh have shown disinterest towards establishment of Town Planning in the respective regions.
